French pass sanitaire (Covid certificate) for international students vaccinated abroad

Since 9 June 2021, France has put in place its pass sanitaire (Covid certificate) to ensure the public's safety and health security as businesses, travel, and social activities resume.

The pass is required to access certain places and to take part in specific activities, but not to be able to carry out one's studies at higher education institutions. 

What? 

The Covid certificate (pass sanitaire is the the digital (via the TousAntiCovid application) or the printed (paper) presentation of one's proof of health, related to Covid-19, through the following means: 

  • A proof of full vaccination
  • A negative RT-PCR or antigenic test result dated from less than 72 hours (PCR) or 48 hours (antigen) 
  • The result of a RT-PCR test or an antigen test that attests to one's recovery from Covid-19 (that is at least 11 days old and less than 6 months old)

Who? 

The pass sanitaire is required for adults (18+ y.o.). It will be deployed to minors (12-17 y.o.) starting on 30 September 2021.

Where (is it needed/required)?

Within France, the use of the pass sanitaire is required in the following places and circumstances: 

  • Leisure: cinemas, theaters, museums, cultural and historical sites, concerts, etc.
  • Social: cafés, bars, restaurants (including outdoor terrasse seating), etc.
  • Health and medical related: such as hospitals, except in case of emergency
  • Several modes of transportation: interregional travel using TGV high speed trains, planes, coaches for long-distance travel. Having the French pass sanitaire also facilitates traveling to and within the European area.
  • Shopping (major malls and department stores)
The pass sanitaire will not be required in higher education institutions for academic and educational purposes.

It won’t be required in university libraries and university restaurants either. 

However, it is required for extra-curricular events organized by student associations (parties, orientation sessions, etc), or when higher education institutions organize cultural and sporting events (unrelated to academics) in places with public (outside) access.

How? 

If you were completely vaccinated abroad with a vaccine accepted in France (as of publication —AstraZeneca, Johnson and Johnson/Janssen, Moderna, Pfizer-BioNTech), you can request your pass sanitaire through an online procedure.

💉 I was vaccinated in a non-European country 💉

If you were vaccinated outside the EU, you can request a pass sanitaire online. You will receive a QR code (for the vaccine certificate of equivalence) that is valid as your French pass sanitaire.

On this website, you will need to upload/submit the the following documents:

  1. your vaccination certificate, made according to the rules of the country of vaccination, clearly showing the type of vaccine used (Philippine LGU-issued vaccination card or certificate)
  2. your valid proof of identity (passport)
  3. your student visa page on your passport

You can have yourself tested in labs, pharmacies, and in designated centers across the country. 

All RT-PCR and antigen tests generate proof of testing as soon as the result has been entered by the healthcare professional, which can be immediately printed out and which is also available to the tested person by email and SMS for download. Following a negative RT-PCR or antigen test result, healthcare professionals can generate a temporary QR code valid for 72 hours.

The pass sanitaire is accepted in the European Union and in countries with a mutual recognition agreement with the EU.
